Answer
The problem only happens when adding substation via openVPN after upgrade to v2.7.
VAST2 v2.6(included and before version) adds substation via openVPN then upgrade VAST2 to v2.7 => Success!
VAST2 v2.6(include and before version) upgrade to v2.7 then add substation via openVPN => Fail!
The root cause is this issue is a parsing error in the request header sent from the NVR to the VAST2.
This issue will be fixed in VAST2 version 2.8 which will be released to official website on end of May, 2020.
You could download v2.8.0.6500 from ftp://fae:fae@ftp.vivotek.com/software/VAST2/VAST_2_8_0_6500_x64_setup.exe
